With the little existing political and social infrastructure now destroyed, the situation is bleak.The irrepressible <a href="http://wiki.openstreetmap.org/wiki/User:Mikel">Mikel</a> seems to be coordinating the OSM response amongst other missions. It might seem pretty small but you can get involved in creating better mapping to help in the search, rescue and eventual cleanup operations. The information is crucial to aid agencies arriving on the ground.</p>
<p>See the <a href="http://wiki.openstreetmap.org/wiki/WikiProject_Haiti#2010_Earthquake_Response">Earthquake Response</a> on the OSM Wiki, the <a href="http://groups.google.com/group/crisismappers">CrisisMapper Google Group</a>, and while you&#8217;re at it <a href="https://www.redcross.org.uk/emergencysite/campaign.aspx?id=88917">donate to the Red Cross</a>. There are already some very useful maps up on <a href="http://maker.geocommons.com/maps/10987">GeoCommons</a>, thanks to <a href="http://www.twitter.com/ajturner">Andrew Turner</a> amongst others.</p>
<p>This morning I added a few street names and the Town Hall in Port-au-Prince to OSM, from historical maps on <a href="http://maps.nypl.org/relief/maps/23">Map Warper</a>, thanks to <a href="http://www.twitter.com/tim_waters">Tim Waters</a>.</p>

<p>That&#8217;s from some GeoEye images recently released on <a href="http://www.google.com/relief/haitiearthquake/">Google Earth</a>. A vivid example of how up-to-date geodata is essential for crisis management.</p>
<p>We have yet to confirm whether the images can be used for updating OpenStreetMap. Here&#8217;s hoping that sense prevails.</p>

<p>Building, coding, and designing all things spatial while running around trying to fix the political means I didn&#8217;t have the time to indulge in the metaphysical aspects of geography. That should change this year, and consider that a promise for proper design, cartography and psychogeography blog posts as well as the usual tech stuff.</p>
<p>As the first holiday since last January, this winter break meant eating, drinking and sleeping a lot. It also gave me the chance to catch up some of the many books and movies I missed out on, over the course of a particularly hectic year.</p>
<p><a href="http://www.tokyothemovie.com/">Tokyo!</a> is a cinamatic tryptich of stories set in the Japanese metropolis, that explore our relationship with the urban environment &#8211; &#8220;Do we shape cities? Or do cities shape us?&#8221; Its a wonderful psychogeographic journey through issues of alienation and confinement in the concrete playgrounds of the city. (If you&#8217;re in a hurry you can skip to the video at the end).</p>
<p>It all opens with a rather beautiful map of Japan.</p>

<p>And quickly segues into the outsider&#8217;s typical image of Tokyo; neon, towers and noise. A big, bright, bustling city that looks fun! fun! fun! The imagined space is somewhat in contrast to the monochrome reality above.</p>

<p>And this being art-house cinema the main issues being explored here are alienation and confinement. In particular, a sewer dwelling creature called</p>

<p>With exceptional use of out of place sounds to create the feeling of unease, in a familiar urban environment.</p>
<p>And then we have the hikikomori. A growing problem, particularly with young Japanese who isolate themselves from society and confine themselves inside the home. Urban ghosts.</p>

<p>Which gets so out of hand, that the only answer is robotic pizza delivery.</p>

<p>Is techonology to blame? Or are we just seeking easy technological fixes to deeper societal problems that need to be addressed? It certainly creates some spookily empty urban environments.</p>

I recently had the luck of contributing a little bit (a map) to the incredibly useful <a title="Postcode Paper" href="http://blog.newspaperclub.co.uk/2009/10/16/data-gov-uk-newspaper/" target="_blank">Postcode Paper</a>, made as a demo for the recent data.gov.uk experiments.</p>

As such, its the reference that is essential to make many location enabled websites work, we almost unconciously look to enter our postcode in a little searchbox when we see a map.</p>
<p>I really, really don&#8217;t want to see a massive debate rage in the comments about &#8220;ooh, it should be free&#8221;, yes we all agree, but it won&#8217;t happen. The Postcode Address File is a commercial asset to the Royal Mail, who are a quasi-private company, its their IP and funnily enough they ain&#8217;t going to give it away for free.</p>
<h3>Ernest the Troll</h3>

<p><a title="Ernest Marples" href="http://ernestmarples.com/" target="_blank">Ernest Marples</a>, was a valiant effort but as someone put it, was a &#8220;blatant trolling exercise&#8221; on the Royal Mail. Raising the flag, saying we&#8217;re making your <strong>copyrighted</strong> data freely available for good purposes, come and get us if you want a veritable hurricane of bad publicity.</p>
<p>Predictably, the Royal Mail responded with <a title="Royal Mail calls in the lawyers" href="http://ernestmarples.com/blog/2009/10/ernest-marples-postcodes-has-been-threatened-by-the-royal-mail/" target="_blank">legal threats</a> and poor old Ernest was exiled to <a title="Ernest Marples on Wikipedia" href="http://en.wikipedia.org/wiki/Ernest_Marples#Flight_to_Monaco" target="_blank">Monaco</a>. In the even more predictable furore that followed, we had the futile <a title="Free the postcode petition to Number 10" href="http://petitions.number10.gov.uk/nfppostcodes/" target="_blank">petition</a> to the Prime Minister, and an awful lot of &#8216;outraged of Oxford&#8217; posts on the OSM and data.gov.uk mailing lists.</p>
<h3>We Need a Practical Solution</h3>
<p>Putting together something that&#8217;s usable and won&#8217;t get you sued seems like a top priorty to me. It turns out a Masters in GIS was useful after all. The Office of National Statistics aggregates the UK&#8217;s census and national statistics to a hierarchical spatial referencing system called Output Areas, like this one which includes my postcode:</p>

<p style="text-align: center;"><em>Boundaries for Output Areas (OAs), Lower Layer Super Output Areas (LSOAs), Middle Layer Super Output Areas (MSOAs) and Travel to Work Areas (TTWAs) are available<strong> free of charge to all users</strong>.</em></p>
<p style="text-align: center;"><em>The supply of boundaries for all other geographies requires recipients to be licensed for use of OS Boundary-Line™ before we are able to supply them.</em></p>

<h3>What about Postcodes?</h3>
<p>The ONS also make available postcode to Output Area lookup files, correct as of 2004. Free of copyright. Big win:</p>

<h3 style="text-align: left;">What does this mean?</h3>
<p style="text-align: left;">We can reference any postcode, free of copyright, to a local area. While it doesn&#8217;t georefence to an exact street, it does reference to an area that is perfectly usable for websites such as <a title="Planning Alerts website" href="http://www.planningalerts.com" target="_blank">PlanningAlerts.com</a> and <a title="JobCentre Pro Plus job search" href="http://www.jobcentreproplus.com">JobCentreProPlus.com</a>. The ONS states that each OA corresponds to about 125 households, and there are 175,434 OAs in England. Another example:</p>
